Results of Manual Audit of Voting Equipment

 

for the General Election, November 4, 2008

 

Per 101.591 F.S. and DOE Rule 1S-5.026

 

Following the official certification of the results from the General Election held on November 4, 2008, the Liberty County Canvassing Board met at an advertised meeting held on November 14, 2008 at 3:30 p.m. for the purpose of drawing one race and one precinct for the audit.  The race drawn was the Constitutional Amendment #3 and the precinct drawn was Telogia-Precinct No. 6.

The Canvassing Board reconvened on November 17, 2008 at 9:00 a.m. along with a three-member audit team.  All ballots, both marksense and touchscreen for Precinct No. 6 which included election day ballots, early voting ballots, absentee ballots and provisional ballots.  There were no provisional ballots and no votes cast on the touchscreen unit for precinct no. 6.  The audit team conducted the audit without access to the official results.  Once the audit was completed the manual audit tally was turned over to the canvassing board to compare to the official vote totals.  The manual audit tally for marksense (there were no votes cast on DRE) was as follows:

PUBLIC MEETING OF THE LIBERTY COUNTY CANVASSING BOARD AND CANVASSING OF OVERSEAS BALLOTS AND MANUAL AUDIT OF EQUIPMENT FOR THE NOVEMBER 4, 2008, GENERAL ELECTION

 

All meetings of the Liberty County Canvassing Board are open to the public and will be conducted for the General Election in the courtroom at the Liberty County courthouse located at 10818 NW SR 20, Bristol, Florida.

 

The Liberty County Canvassing Board will convene at 3:00 p.m. on November 14, 2008, in the Supervisor's office to canvass federal races on overseas ballots received by the Supervisor's office by November 14, 2008 but postmarked by Election Day, November 4, 2008.  Once the official certification of results is made following the canvass, the canvassing board will immediately thereafter conduct the random selection of a race from all available races on the General Election ballot and a precinct in order to conduct a manual audit of the voting equipment.

 

The Liberty County Canvassing Board will convene at 9:00 a.m. on November 17, 2008 in Judge Hosford's conference room at the Liberty County courthouse located at 10818 NW SR 20, Bristol, Florida to conduct the manual audit of the voting system.

 

It may become necessary for the Canvassing Board to reconvene after November 14, 2008, and subsequent meetings for reasons other than those indicated above.  If so, the time and date will be posted at the office and website of the Supervisor of Elections and announced at the conclusion of the meeting.

 

In accordance with the Sunshine Law of Florida, all Canvassing Board meetings are open to the public.

PUBLIC MEETING OF THE LIBERTY COUNTY CANVASSING BOARD AND CANVASSING OF THE ABSENTEE BALLOTS, PROVISIONAL BALLOTS AND MANUAL AUDIT OF EQUIPMENT FOR THE NOVEMBER 4, 2008, GENERAL ELECTION

 

All meetings of the Liberty County Canvassing Board are open to the public and will be conducted for the General Election in the courtroom at the Liberty County courthouse located at 10818 NW SR 20, Bristol, Florida.

 

Sealed absentee ballots received for the General Election will be available for public inspection from 4:30 p.m. to 5:00 p.m. Election Day at the office of the Supervisor of Elections, 10818 NW SR 20, Bristol, Florida.

 

Pursuant to Section 101.68(2)(c)2, Florida Statutes, if any elector or candidate present believes that an absentee ballot is illegal due to a defect apparent on the voter?s certificate, he or she may, at any time before the ballot is removed from the envelope, file with the canvassing board a protest against the canvass of the ballot, specifying the precinct, the ballot, and the reason he or she believes the ballot to be illegal.  A challenge based upon a defect in the voter?s certificate may not be accepted after the ballot has been removed from the mailing envelope.

 

The Liberty County Canvassing Board will convene at 5:00 p.m. Election Day in courtroom at the Liberty County courthouse located at 10818 NW SR 20, Bristol, Florida.  The absentee ballots will be canvassed, processed through the ballot tabulator and the canvassing board will perform any other duties that may be prescribed by law.  Results, however, will not be printed until after 7:00 p.m. when polls are closed.

 

The Canvassing Board will canvass precinct returns on election night following the receipt of results from each poll. The canvass of provisional ballots cast which need further review for the General Election will be November 6, 2008, at 4:45 p.m. in the courtroom at the Liberty County courthouse located at 10818 NW SR 20, Bristol, Florida.

 

The Liberty County Canvassing Board will convene at 5:15 p.m. on November 6, 2008 in the courtroom at the Liberty County courthouse located at 10818 NW SR 20, Bristol, Florida to conduct the random selection of a race from all available races on the ballots and a precinct in order to conduct a manual audit of the voting system.

 

The Liberty County Canvassing Board will convene at 9:00 a.m. on November 7, 2008 in the courtroom at the Liberty County courthouse located at 10818 NW SR 20, Bristol, Florida to conduct the manual audit of the voting system.

 

It may become necessary for the Canvassing Board to reconvene after November 4, 2008 and subsequent meetings, for reasons other than those indicated above.  If so, the time and date will be posted at the office and website of the Supervisor of Elections and announced at the conclusion of the meeting.

Results of Manual Audit of Voting Equipment

 

for the Primary Election, August 26, 2008

 

Per 101.591 F.S. and DOE Rule 1S-5.026

 

Following the official certification of the results from the Primary Election held on August 26, 2008, the Liberty County Canvassing Board met at an advertised meeting held on August 28, 2008 at 5:30 p.m. for the purpose of drawing one race and one precinct for the audit.  The race drawn was the Representative in Congress, District 2 (REP) and the precinct drawn was Hosford-Precinct No. 5.

The Canvassing Board reconvened on August 29, 2008 at 9:00 a.m. along with a three-member audit team.  All ballots, both marksense and touchscreen for Precinct No. 5 which included election day ballots, early voting ballots, absentee ballots and provisional ballots.  There were no provisional ballots and no votes cast on the touchscreen unit for precinct no. 5.  The audit team conducted the audit without access to the official results.  Once the audit was completed the manual audit tally was turned over to the canvassing board to compare to the official vote totals.  The manual audit tally for marksense (there were no votes cast on DRE) was as follows:

ELECTION NOTICE

Following the completion of the reconciliation by the Supervisor of Elections of the ballots cast with the number of voters voting, a discrepancy of one ballot in Rock Bluff - Precinct No. 1 and one ballot in Bristol - Precinct No. 3 has been determined.  This discrepancy occurred due to a ballot jam at each location and the ballot was rescanned per the Supervisors instructions which caused each ballot to be inadvertently read twice.

 

The Canvassing Board reconvened at 10:50 a.m. August 28, 2008 and determined that the ballots in Precinct No. 1 and Precinct No. 3 would be retabulated to correct this error.  The retabulation will commence in the Supervisor's workroom at 1:30 p.m. today.  The public is invited.
